Cyber security is an area of rapidly growing interest from the Japanese government, industry media. Japanese organisations have become victims of significant cyber attacks, prompting the government to further enhance its coordinative function through the establishment of new legislation, strategies and facilities. Industries, especially those related to critical infrastructure, are realising the extent of investment necessary and are working with government ministries to safeguard such essential parts of modern society.

The Japanese Government is Keen to Invest in Cyber Security Solutions

When compared with the US and the UK, Japanese countermeasures toward cyber threats have thus far lacked a centralised approach – efforts varied between different government ministries, and industry did not receive sufficient support in developing resilience. However, things have been changing in recent years. Following a series of high-profile cyber attacks on both government and industry, the Japanese government enacted the Basic Act on Cyber Security in 2013 and established the National Centre of Incident Readiness and Strategy for Cyber Security (NISC) to coordinate government responses on cyber security-related issues. It is also currently in the process of finalising a new Cyber Security Strategy. In addition to the increasing exposure to cyber attacks, Japan’s successful bid to host the Tokyo 2020 Summer Olympics has acted as a catalyst for revamping cyber security efforts and is likely to lead to further investment from industry and procurement from government institutions.

UK Companies in the Cyber Security Sector Can Use Their Experience of London 2012 to their Advantage in Japan

There is a well established cyber security industry in Japan, consisting mostly of indigenous Japanese and US-based companies. However, the wealth of experience that the UK brings from the successful London 2012 Games is seen to be invaluable. Any experience or affiliation (however indirect) with the London Olympics is likely to serve as a significant unique sales point for UK enterprises interested in entering or expanding their presence in the market. Other areas of interest from Japanese government and industry include:

  • Internet of Things (IoT) and Machine-to-Machine (M2M)
  • Intelligent Transportation Systems (ITS)
  • Defence and security
  • Critical Infrastructure Protection
  • e-Government, e-Commerce and e-Finance
  • Cyber Education/Training
